International Consultants of Delaware, Inc. (ICD) relocates to Philadelphia
MARCH 2006 — To better service its growing international applicant base, while maintaining a tradition of providing excellence in credentials evaluation, International Consultants of Delaware, Inc. (ICD), announced today that it is relocating its office from Newark, Delaware to Philadelphia, Pennsylvania.
ICD is a non-profit, independent globally recognized expert in the field of international education. Established in 1977, ICD is a credentialing agency that evaluates international educational documents and provides their U.S. equivalents. These equivalents are used to assist individuals in obtaining additional education, employment and immigration visas, as well as licensing and certification for healthcare professionals.

As a charter member of the National Association of Credential Evaluation Services® (NACES), ICD utilizes the most up-to-date data available from sources such as the American Association of Collegiate Registrars and Admissions Officers (AACRAO), Association of International Educators (NAFSA), Institute of International Education (IIE), and the American-Mideast Educational and Training Services (AMIDEAST). These data sources are continually being monitored and updated by current overseas and U.S. educators, American embassies, and referenced in ICD's own country databanks. International Consultants of Delaware, Inc., was acquired by the Commission on Graduates of Foreign Nursing Schools (CGFNS) in 2000, and operates independent of its parent company in accordance with the premise upon which it was founded. 
ICD begins VisaScreen® for physical therapists
APRIL 2003 – Because of ICD's extensive experience in evaluating the educational credentials of foreign-educated physical therapists, in December 2002, CGFNS authorized ICD to provide VisaScreen® services for this segment of the healthcare community. Subsequently, at its January 31, 2003 meeting, the Florida Board of Physical Therapy approved ICD to conduct credentials evaluations for foreign-educated physical therapists and to provide VisaScreen® services for individuals applying to that state beginning on April 1, 2003. 
CGFNS acquires International Consultants of Delaware, Inc.
MAY 2000 – The Commission on Graduates of Foreign Nursing Schools (CGFNS) has announced the acquisition of the International Consultants of Delaware, Inc. (ICD), on May 10, 2000.
ICD is a charter member of the National Association of Credential Evaluation Services (NACES), an association of private foreign educational credential evaluation services committed to formulating and maintaining ethical standards in the field of foreign education evaluation. NACES member organizations demonstrate a high level of expertise in the evaluation of foreign educational documents, maintain significant professional involvement in such organizations as NAFSA: Association of International Educators and the American Association of Collegiate Registrars and Admissions Officers (AACRO), and have an extensive, current reference library containing pertinent resources regarding foreign educational systems and credentials.
ICD, founded in 1977 by Louis Arena, PhD and Dean Lomis, PhD, provides written certification of educational equivalencies for all levels of foreign documents for individuals who have completed part or all of their education abroad. United States equivalency certification of these documents may be essential for persons seeking employment in the United States. Annually, ICD responds to clients, representing business, engineering, computer sciences, education, pure and applied sciences and all of the healthcare professions.
ICD is the newest division to be added to CGFNS. In 1996, CGFNS introduced the International Commission on Healthcare Professions (ICHP). Building on CGFNS’s years of experience, ICHP analyzes and verifies education, licensure and registration credentials, as well as other preparation for healthcare professionals other than physicians. In addition to customized certification and screening programs, the division provides models/benchmarks for international standards, and serves as a clearinghouse on education, licensure and practice standards around the world.
CGFNS is an immigration-neutral, nonprofit organization based in Philadelphia, PA, USA, and is an internationally recognized authority on education, registration and licensure of nurses worldwide. CGFNS’s mission is to provide responsible leadership in the delivery of relevant services to the global nursing and healthcare community. The organization was founded in 1977 through a collaborative effort by representatives from the U.S. Department of Labor; Department of Health, Education and Welfare (now the Department of Health and Human Services); the Immigration and Naturalization Service; and representation from nursing organizations, including the American Nurses Association and the National League for Nursing.
